Outside of that scenario where you see the healthcare provider and are rejected by them as unsuitable for medical marijuana, any fees that the Company may charge you for the Application or Service must be assumed by to be non-refundable. The money you pay is for an appointment – that is, a reservation of time with a healthcare provider – not for a certification, prescription, or card. Doctors have limited time. If you do not show up to your reservation, or if you cancel your reservation, the payment is non-refundable to disincentivize missing appointments.
Being recommended for a certain healthcare treatment is not a guaranteed outcome of a consultation with the provider, because such is and must be in the professional’s discretion. If the healthcare provider approved you for medical marijuana, there will not be a refund, regardless of whether or not the patient continued the subsequent process with the state.
